Iranian President Visits Azerbaijan Amid Warming Bilateral Relations
In a notable diplomatic development, Iranian President Masoud Pezeshkian met with Azerbaijani President Ilham Aliyev in Baku on Monday, signaling a significant step toward the normalization of relations between the neighboring states.
This visit, described as rare, follows recent overtures by Tehran to improve bilateral ties. Last week, President Pezeshkian expressed optimism regarding a “rapid and serious improvement” in cooperation, framing the initiative as part of a broader effort to mend strained relations.
Relations between Iran and Azerbaijan have been tense in recent years, most notably following a January 2023 attack on Azerbaijan’s embassy in Tehran. The incident, in which a gunman killed a diplomat and injured two security personnel, led to a diplomatic standoff, including the closure of Azerbaijan’s embassy and reciprocal expulsions of diplomatic staff. Although Iran condemned the attack, it attributed the incident to personal motives. The subsequent conviction and death sentence handed to the attacker in late 2023 paved the way for the embassy’s reopening in mid-2024.
In a gesture of military and strategic cooperation, the two countries conducted joint naval exercises in the Caspian Sea in November—an event widely viewed as a sign of tentative rapprochement.
Despite the warming ties, deep-seated concerns remain. Tehran has historically viewed Azerbaijan’s ties with Israel and its infrastructure ambitions—particularly the proposed Zangezur corridor along Iran’s border with Armenia—with suspicion. Iranian authorities have also expressed concerns about the potential for separatist sentiment among Iran’s sizeable ethnic Azerbaijani population, estimated at approximately 10 million within a national population of 83 million.
Nevertheless, the renewed diplomatic engagement indicates a mutual recognition of the strategic benefits of improved relations, particularly in the context of evolving geopolitical dynamics in the South Caucasus.
