UK downgraded in Global Free Speech Index for first time in history

London—In a historic and deeply alarming development, the United Kingdom has officially lost its status as an “Open” country in a leading international index of freedom of expression.

According to the Global Expression Report 2025 released today by rights watchdog Article 19, the UK’s rating has slipped below the threshold that defines the world’s most liberal societies, marking the first time since records beganthat the country has failed to meet the criteria for full expressive freedom.

The downgrade is attributed to a mounting list of concerns: sweeping surveillance powers, increasingly restrictive protest laws, escalating pressure on journalists and whistleblowers, and growing censorship in online and academic spaces. Critics say the trend reflects a steady erosion of civil liberties in what was once considered a bastion of democratic values.

“This is a wake-up call,” said Quinn McKellar, legal director at Article 19. “The UK is on a trajectory that places it alarmingly close to regimes it used to condemn.”

The report’s findings have sparked fierce backlash from rights groups and citizens alike, with many warning that freedoms lost are rarely ever regained. Social media is ablaze with anger and disbelief, with civil society figures calling for urgent action to reverse the decline.
