The plan reportedly involves saturating data sources with pro-Israel content in an effort to shape AI-generated outputs and online narratives in Israel’s favor.
The State of Israel is listed in the FARA filings as the foreign principal, with Havas Media, a major global advertising firm, serving as the financial intermediary managing the contract.
Clock Tower X officially registered as a foreign agent with the U.S. Department of Justice on September 18, 2025, marking the firm’s formal acknowledgment of work conducted on behalf of a foreign government.
The filings characterize the operation as a government-funded digital propaganda initiative, blending influencer marketing techniques with algorithmic manipulation to advance Israel’s messaging in the U.S. online ecosystem.
