U.S. and Ukraine Launch Reconstruction Investment Fund to Bolster Economic Recovery and Peace Efforts

The United States and Ukraine have signed a new agreement aimed at accelerating Ukraine’s economic recovery and reinforcing its sovereignty amid ongoing tensions with Russia. The agreement, finalized on April 30, establishes the United States–Ukraine Reconstruction Investment Fund, a strategic initiative designed to channel resources, expertise, and capital into rebuilding Ukraine’s economy.

This economic partnership is seen as a recognition of the extensive financial and material support the U.S. has provided since Russia’s full-scale invasion of Ukraine. Ukrainian officials hope the move will also strengthen international backing for a durable ceasefire.

Under the initiative, the U.S. Department of the Treasury and the U.S. International Development Finance Corporation (DFC) will work alongside the Ukrainian government to develop the fund’s governance framework and launch joint investment efforts.

U.S. Secretary of the Treasury Scott Bessent announced the agreement, highlighting the Trump administration’s stated commitment to a long-term peace process centered on Ukraine’s independence and prosperity. “This partnership sends a clear message to Moscow: the United States stands firmly behind a sovereign and thriving Ukraine,” Bessent said.

He also emphasized that entities or individuals who supported Russia’s war efforts will be excluded from participating in Ukraine’s reconstruction. “No war profiteer will benefit from the rebuilding of Ukraine,” Bessent asserted.

The fund aims to unlock Ukraine’s economic potential by attracting American investment, talent, and governance standards. According to Bessent, the collaboration will not only accelerate Ukraine’s recovery but also foster stronger economic ties between the two nations.

The Development Finance Corporation will play a key role in establishing and managing the fund, in close cooperation with Ukrainian counterparts.

Both governments expressed a strong desire to implement the partnership swiftly, with the shared goal of delivering tangible benefits to the people of Ukraine and the United States.
